The Applied Physics Laboratory is a research unit at the University of Washington. Our research expertise is in ocean physics and engineering, ocean and medical acoustics, polar science, environmental remote sensing, and signal processing. In the Electronic and Photonic System (EPS) Department, engineers work on large scale, state-of-the-art research projects to advance important scientific inquiries made by sponsors ranging from the National Science Foundation to the United States Navy. The projects focus on cabled ocean systems requiring unique power and telemetry systems to support instrumentation hundreds of kilometers offshore connected in real time with transoceanic cable technology.

The Applied Physics Laboratory (APL) is hiring a Systems Engineer to help execute the creation of world class applied ocean projects to solve important and challenging problems. The successful candidate will be part of a management team running engineering projects to design, build, install, and maintain complex large scale subsea electrical/mechanical systems. The candidate will be responsible for all system engineering tasks including requirement management, interface development, risk analysis, testing and verification, configuration control and documentation. The ideal candidate will have experience on large scale engineering projects especially managing vendor subcontracts and ensuring vendors meet program requirements through regimented testing programs. Experience with ocean engineering projects for the US Navy is also extremely helpful but not required.


  • Develops and manages formal requirements at all levels in the system design and testing phases of the project.
  • Identifies key performance metrics (KPMs) with the engineering team and tracks them through development to ensure the overall goals of the system are met.
  • Performs risk analysis and all system components and manages, tracks and reports progress on mitigating the risk over the life of the project.
  • Creates and controls formal test and verification plans at all levels of the system design.
  • Oversees the execution of test plans and ensures they are performed correctly and the test results are accurately reported.
  • Create and manages a document configuration control system for the project to ensure all users are working with the correct design documents during the build process.
  • Creates and delivers presentations at formal internal and external design reviews.
  • Manages failure analysis process and creates reports as needed.
  • Controls the interface documentation between subsystem both internal and external to the design team at APL.
  • Negotiates and tracks changes with partners as needed to support evolving designs.
  • Ensures test plans adequately exercise all the functionality of each interface.
  • Manages the requirements section of all RFPs for procurements.
  • Analyzes proposals to ensure they adequately respond to all requirements.
  • Visits vendors sites as needed and ensure they have appropriate system engineering system in place.
  • Attend all vendor design reviews and provide analysis to program managers.
  • Ensure Vendor subsystem test plans are adequate and observe tests at vendor’s sites as needed.

    Bachelor’s degree in an engineering field and 10 years of experience.

  • 6 or more years of experience in a related engineering field.
  • 4 or more years in system engineering.
  • US Citizen.
  • Eligible to obtain and maintain a federal security clearance.
  • Proficient in the Systems Engineering Process, to include:
  • o Requirements Management

    o Interface Development

    o Risk Analysis

    o Testing and Verification

    o Document Configuration Control

  • Proficient in the use of Microsoft Excel, Word and Power Point.
  • Demonstrated excellent written, verbal and interpersonal communication skills.
  • Demonstrated organizational skills, self-motivation, flexibility, and the ability to thrive in a creative, entrepreneurial environment.
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.


  • Completed a certified System Engineering Degree or INCOSE Systems Engineering Certification.
  • MS in a technical field or MBA.
  • Familiarity with Ocean Engineering Programs.
  • Experience with Federal/State Procurement processes and regulations.
  • Experience working on US Government Contracts.
